A Representative Office (RO) is an entity involved in business activities, which does not result in direct profits being made by the office. It is not allowed to operate as partnership or sole proprietorship in China as it is not recognized as a legal person. However, it is allowed and encouraged to conduct "indirect operational activities" such as liaison for business purposes, introduction of products, market research and technology exchange. These activities should be preparatory and supplementary activities, market research on the local market, providing business information and supplying sales for the headquarters. However, if the country has signed the bilateral treaty with China, and the treaty prescribes definitely that the Representative Office can operate direct operational activities in China, then we should completely this regulation.
