According to the Export Director the previous buyer could not finalize with the delivery because of his financial problem  and now the Refinery want to re-assign this product to another capable buyer as spot deal with roll-over and extension into yearly contract.
the Seller is ready to issue Tanker Take-Over Agreement along with FULL POP documents and vessel details such as, B/L, Export License, Tanker receipt, Certificate of Origin and vessel Q*8 etc to the buyer upon receipt of buyers official ICPO.
